Mohawk Valley Water Authority – July 16th, 2018

 

Chairman DeLia called the meeting to order at 5:00 PM and opened with the Pledge of Allegiance.

 

Roll Call:  Present: Rocco Arcuri, Dennis Bova, Bruce Brodsky, Vincent Coyne, Elis DeLia, Richard Karam, Bette Szesny and John Wallace. Absent: Dave Corr, Mark Ford and Frank Mutolo.  Eric Kane arrived at 5:03 PM after the approval of the minutes.   Also Present: Richard Goodney, Phil Tangorra, Anne Milograno, Jim Korfonta, Scott Gorgas.  

 

Chairman DeLia presided and Suzanne Harmon took the minutes.

 

Approval of the June 18, 2018 Minutes

Motion made by Mr. Bova to approve the minutes.     Seconded by: Mr. Wallace

Resolution:  Establishing the MVWA as “Lead Agency” Pursuant to SEQRA Relative to the Toby Road Water Storage Tank #3

The MVWA proposes to construct a new tank that will further increase distribution system storage and improve reliability to its water customers, which will be a 15-MG pre-cast, pre-stressed concrete tank adjacent to the two existing 6.0-MG tanks, as well as the installation of below grade piping that will convey flow to and from the tank to the existing control building; drainage swales and a storm water management basin north west of the proposed tank; and fencing at 6812 Fox Road at intersection with Toby Road, in the Town of Marcy, Oneida County, New York.  The Authority is hereby established as Lead Agency for purposes of SEQRA relative to the construction.

Resolution:  MVWA Accepting Parts 2 and 3 of the Full Environmental Assessment Form and Issuing “Negative Declaration” Pursuant to the SEQRA Relative to Construction of a 15 MG Toby Road Water Storage Tank #3

The project will result in no significant environmental impacts and therefore, is one which will have a significant effect on the environment.  The Authority will not require the preparation of an “Environmental Impact Statement” with respect to the Project.  The Authority accepts the Negative Declaration.

Resolution:  Establishing the MVWA as “Lead Agency” Pursuant to SEQRA Relative to the Cavanaugh Road Water Storage Tank #2

The Authority is hereby established as Lead Agency for purposes of SEQRA relative to construction of a new 15-MG water storage tank with the confines of the existing open Marcy Reservoir, including the installation of below grade piping which will convey flow from tie-in point to existing transmission mains, near Cavanaugh Road, to the tank and from the tank to the existing Chlorine Storage and Meter House, located on the Southeast corner of the property, at 6272 Cavanaugh Road, in the Town of Marcy, Oneida County, New York.

Resolution:  Accepting Part 1 of the Full Environmental Assessment Form and Issuing Notice of Intent to Establish the MVWA as “Lead Agency” Pursuant to the SEQRA Relative to the Snowden Hill Road Water Tank and Water Line

The MVWA proposes to construct a new 1.2 MG pre-cast, pre-stressed concrete tank at the Snowden Hill Road Tank, along with several strategic water main improvements consisting of approximately 2,300 feet of new 12-inch below grade pipe along Snowden Hill Road and replacement of approximately 4,000 feet of 6-inch with new 8-inch pipe along Oxford Road, Hoffman Road, Terrace Hill Drive and Paris Road, as well as gravel access road, meter vault, control building, fencing, drainage swales and a storm water management basin in the Town of New Hartford, Oneida County, New York. 

The Chair of the Authority is hereby authorized to transmit a Notice of Intent to Assume Lead Agency to the involved Agencies.

Approval:  2nd Quarter Investment Statement as of 6/30/18

Mr. Korfonta stated that this is an investment statement of the MVWA trust funds.  The Board has been presented with these statements every quarter for approval.

Committee Reports:

Mr. Korfonta stated that consumption is up about 2.6% and revenue is in line with the budget.  Cash flow is recovered from the outlays in January such as; worker’s compensation and other insurances that the Authority pays. 

 

Executive Director’s Report:

·         Mr. Becher stated that Hinckley Reservoir is several feet below normal for this date and time.  This could have been worse but the Canal Corporation decided on June 27 to substantially do a cut back on the flows.  The Authority is losing about 2 inches a day but with a modest cut back early on can avoid a problem.

·         Mr. Becher stated that the Schuyler Town Board had a visitor who proceeded to proclaim that the MVWA is draining the reservoir and that the Gray Dam needs to be re-built.  Mr. Becher is going to go to the Schuyler town meeting on August 8th to give a quick overview of the facts that the Water Authority only uses 3% of the water in the reservoir.

·         Mr. Becher stated that the Village of Ilion wants to meet with him and Dick Goodney to get up to speed on what is going on.  They are possibly interested in hooking up with the MVWA’s water system.  Mr. Becher will keep the Board updated as this proceeds.

·         Mr. Becher stated that the two electric turbines, one within the treatment plant and one that is down the street; the City of Utica has finally deeded them over to the Authority.

·         Mr. Becher stated that he will be getting the draft budget to the Board in September.  There will also be an update to the Rules and Regulations, along with some proposed fee changes that will have to go to the Rate hearing as well.

 

 

Chairman DeLia asked for a motion to go into Executive Session at 5:20 PM to discuss contract negotiations.
